Lynne serves as Executive Director of Dakota BUSINESS Finance (DBF), the South Eastern Development Foundation (SEDF), and the South Eastern Council of Governments (SECOG). Lynne has served as Director of SECOG since 2001 and led the organization's efforts to create the South Eastern Development Foundation and Dakota BUSINESS Finance.
Lynne is a Certified Economic and Housing Development Professional through the National Development Council. She has a Bachelors degree in Business Administration from St. Leo College, St. Leo, FL and a Juris Doctorate Law Degree from the University of South Dakota.
As a Closing Officer, Barb is responsible for assisting with and closing business loans financed through Dakota BUSINESS Finance and the South Eastern Development Foundation.
Jim coordinates the transportation planning activities of the Sioux Falls Metropolitan Planning Organization (MPO). Prior to SECOG, Jim worked in state government in Pierre for 39 years with his last position as the Director of the Department of Environment and Natural Resources’ Division of Financial and Technical Assistance.
Jim graduated from South Dakota State University with a Bachelor of Science Degree in Political Science and Minors in Economics and Mathematics.
Harley supports local government planning efforts in the six-county region where she works with Lincoln, Turner, & Union Counties.
Harley has an Associates Degree in General Business from Oglala Lakota College and is currently working on her Bachelor's Degree in Business Administration, graduating in the Summer of 2022.
As a Loan Assistant, Darla provides administrative support for the SBA 504 Loan Program through DBF and SEDF's Regional Revolving Loan Fund. Darla brings with her 14 years of banking experience in operations and loan servicing.
As a Servicing Analyst, LaJena is responsible for working with SECOG staff, lenders, and business owners to service business loans financed through Dakota BUSINESS Finance and the South Eastern Development Foundation. She is also responsible for liquidation and post-debenture purchase workouts.
LaJena holds an Associates in Accounting from Southeastern Technical Institute. She has extensive experience with the SBA 504 loan program.
Sophie supports the local government planning efforts in Clay, McCook, and Minnehaha counties. Sophie earned a Master degree in Public Administration from the University of South Dakota is currently a doctoral candidate at California Baptist University in the Public Administration program.
As a Credit Analyst, Ben is responsible for underwriting and packaging loans for Dakota BUSINESS Finance and the South Eastern Development Foundation. Ben holds a degree in Finance from Northern State University. He has over three years of prior banking experience working as a Loan Documentation Specialist and a commercial Credit Analyst in Sioux Falls.
Primarily responsible for the administrative support of the staff of SECOG, the SBA 504 loan program through Dakota BUSINESS Finance and the South Eastern Development Foundation’s regional revolving loan fund.
As a Loan Assistant, Danielle provides administrative support for the SBA 504 Loan Program through DBF and SEDF's Regional Revolving Loan Fund. Danielle was born in Madison, South Dakota and now lives in Brandon, South Dakota with her soon to be husband and three young children.
As a Credit Analyst, Lisa is responsible for underwriting and packaging loans for Dakota BUSINESS Finance and the South Eastern Development Foundation. Lisa grew up in Watertown, SD and now lives in Sioux Falls with her Yorkshire Terrier, Rocco. She is a graduate of Augustana University and previously worked as a Customer Service Representative at a local bank.
As a Loan Officer, Dan is responsible for marketing, underwriting, and packaging loans for Dakota BUSINESS Finance and the South Eastern Development Foundation.
Dan received his Bachelor of Science degree in Agri-Business from South Dakota State University in Brookings, SD. Daniel has worked the last 30 years in a community bank and is a licensed insurance agent and real estate broker.
As a Geographic Information Systems Technician/ planner, Jason supports the technical and policy work of the municipalities and counties in SECOG's six county region.
Jason joins SECOG from Port Townsend, Washington. He graduated from the University of Alabama where he earned a Bachelor of Art degree in Geography and Urban & Regional Planning. Jason also received his GIS Technology certificate from Olympic College in Bremerton Washington.
Jenny's duties involve assisting with closing loans and servicing the Dakota BUSINESS Finance and SEDF portfolios. Jenny holds an Associate’s degree in Financial Services from Southeast Technical Institute and brings with her over 21 years of banking experience.
As SECOG's Construction Manager, Dave oversees SEDF’s workforce housing construction projects which consists of the construction of Governor's Houses, moving and rehabilitation of “recycled” homes that would otherwise be demolished, and the acquisition and rehabilitation of existing dilapidated housing stock.
As a Senior Loan Officer, Trisha is responsible for marketing, underwriting, and packaging loans for Dakota BUSINESS Finance and the South Eastern Development Foundation.
Trisha is a Certified Economic Development Finance Professional through the National Development Council. She earned a Bachelor degree in business administration with concentrations in finance and marketing from Northwestern College and Master of Business Administration degree from the University of Sioux Falls.
